Startin Group introduces the ULEZ Scrappage Scheme: A Step Towards Cleaner Air

As cities around the world strive to combat air pollution and reduce carbon emissions, innovative measures are being implemented to encourage greener transportation options. One such initiative that has gained traction is the Ultra Low Emission Zone (ULEZ) Scrappage Scheme in London.

With the rapid advancement of technology in the automotive industry, vehicles are becoming increasingly efficient and eco-friendly. So how does the ULEZ Scrappage Scheme work? It involves financial incentives provided by local authorities or governing bodies to individuals willing to dispose of their older, high-emission vehicles and replace them with newer, low-emission ones. The scheme not only benefits the environment but also helps individuals make the shift to more fuel-efficient and sustainable transportation options. By participating in the ULEZ Scrappage Scheme, individuals can contribute to reducing harmful pollutants and enhancing air quality in their city. High levels of nitrogen dioxide (NO2) and particulate matter, primarily emitted from older vehicles, have been linked to numerous health issues, including respiratory problems and cardiovascular diseases. Currently people receiving Child Benefit, or certain low income or disability benefits are eligible to apply, but from 21 August 2023, they will be removing the requirement to receive benefits. This means that anyone living in one of the 32 London boroughs or the City of London with an eligible vehicle will be able to apply to scrap a car or motorcycle. You will need to live within one of the 32 London boroughs or the City of London (Greater London Area) and receive certain benefits to be eligible for the ULEZ car and motorcycle scrappage scheme. If you have received a grant payment under the previous ULEZ car and motorcycle scrappage scheme you can't apply to the equivalent scheme again.

The alterations to the scheme are being made in two stages, with the first stage coming into force with immediate effect (on Friday, August 4):

  • Grants awarded to small businesses and charities with a non-compliant van will increase from £5,000 to £7,000
  • Grants for wheelchair accessible vehicles will increase from £5,000 to £10,000
  • Grants for scrapping minibuses will increase from £7,000 to £9,000
  • Grants to replace a non-compliant van with an electric van will increase from £7,500 to £9,500
  • Grants to replace a non-compliant minibus with an electric minibus will increase from £9,500 to £11,500
  • Retrofit grants will increase from £5k to £6k, typically enough to cover the whole cost of retrofitting

Then on Monday, August 21:

  • Every Londoner with a non Ulez-compliant car or motorcycle will be eligible for a £2,000 grant (or £1,000 for a motorcycle), or a higher value package of up to two bus and tram passes plus a lower grant (no change to the payment level)
  • Small businesses and sole traders will be able to scrap as many as three vans (up from one)
  • You will need to have (or create) a London road user charging (RUC) account
  • The name on the RUC account must be the person who is receiving benefits and the address must match the one on the benefit proof
  • You will need to have a valid email address connected to your RUC account
  • Read the ULEZ car and motorcycle scrappage scheme terms and conditions
  • Have all the required documents ready before you start the application
  • You will need to complete the application in one go as it will time out if you are inactive for 30 minutes

To apply, you will need to provide information and upload documents about you and the vehicle you want to apply to the scheme with. You may upload photos, scans or screenshots, including from your phone, but they must show the entire page and be clear enough to read. Files can be uploaded in JPG, PNG, or PDF formats.
