Is the ZEV Mandate Your Ticket to a More Affordable EV?

Date Posted: 09 October 2025

The electric car market in the UK is shifting fast. With the new Zero Emission Vehicle (ZEV) Mandate now in force, manufacturers are being pushed to sell more electric cars than ever before. But what does this mean for everyday drivers and could it finally make EVs more affordable?

At Startin Group, we’re already seeing some big changes across our brands, with competitive deals, new model launches, and stronger incentives to help more drivers make the switch. Visit your neares

Understanding the ZEV Mandate

Introduced by the UK Government in 2024, the ZEV Mandate requires car manufacturers to ensure that a certain percentage of the vehicles they sell each year are zero-emission models.

  • In 2024, the target was 22% of new cars.
  • This rises to 28% in 2025, and 80% by 2030.

Manufacturers who don’t meet these targets face heavy fines. Naturally, that’s putting pressure on them to sell more EVs and sell them fast.

How It’s Triggering a Price War

To hit their targets, many brands are cutting prices, offering finance incentives, and introducing new, lower-cost electric options. What we’re now seeing is a quiet but clear price war among EV manufacturers.

Tesla was one of the first to drop prices in 2024, sparking a ripple effect across the market. Since then, several major brands, including Kia, Vauxhall, Peugeot, and Renault have responded with competitive pricing and improved finance plans. For buyers, this means more choice and better deals.

What It Means for Drivers

For UK drivers, the ZEV Mandate could mark a turning point. Electric cars are becoming both more affordable and more available. Whether you’re looking for a compact city car or a family SUV, there’s now an electric option for nearly every lifestyle and budget.

Some of the key benefits we’re seeing include:

  • Lower upfront costs: Competitive retail and finance deals from top manufacturers.
  • Wider model range: From budget-friendly EVs to luxury electric SUVs.
  • Better tech and range: Continuous improvement in battery performance and charging speeds.
  • Increased resale confidence: As EV adoption grows, used electric models are holding their value better than before.

Why Timing Matters

With stricter ZEV targets every year, the momentum behind electric cars is only going to build. That means the best time to buy or switch may be right now before demand spikes further or early incentives fade away.

Startin Group Ltd and Thomas Startin Junr Ltd are Appointed Representatives of Automotive Compliance Ltd, who is authorised and regulated by the Financial Conduct Authority (FCA No 497010). Automotive Compliance Ltd's permissions as a Principal Firm allows Startin Group Ltd, Thomas Startin Junr Ltd to act as a credit broker, not as a lender, for the introduction to a limited number of lenders and to act as an agent on behalf of the insurer for insurance distribution activities only.

We can introduce you to a selected panel of lenders, which includes manufacturer lenders linked directly to the franchises that we represent. An introduction to a lender does not amount to independent financial advice and we act as their agent for this introduction. Our approach is to introduce you first to the manufacturer lender linked directly to the particular franchise you are purchasing your vehicle from, who are usually able to offer the best available package for you, taking into account both interest rates and other contributions. If they are unable to make you an offer of finance, we then seek to introduce you to whichever of the other lenders on our panel is able to make the next best offer of finance for you. Our aim is to secure the best deal you are eligible for from our panel of lenders. Lenders may pay a fixed commission to us for introducing you to them, calculated by reference to the vehicle model or amount you borrow. Different lenders may pay different commissions for such introductions, and manufacturer lenders linked directly to the franchises that we represent may also provide preferential rates to us for the funding of our vehicle stock and also provide financial support for our training and marketing. But any such amounts they and other lenders pay us will not affect the amounts you pay under your finance agreement, all of which are set by the lender concerned. If you ask us what the amount of commission is, we will tell you in good time before the Finance agreement is executed.
